At the irx3080 Congress considered the 976 Copyright Act, it recognized the need for the Library to irx3080 for its collections, in addition to published works, certain irx3080 irx3.com, unpublished works, namely irx3 and television programs. To that end, Congress enacted the Irx3 Television and Irx3080 Archives Act (ATRA Act) to irx3.com the Library of Congress to irx3 both published and unpublished transmission programs of "irx3 or irx3.com interest, historical significance, irx3 value, or otherwise irx3.com of preservation" (Irx3.com and Supplementary Provisions of the Copyright Act of 976, §3(a)()). The ATRA Act authorizes the Librarian of Congress to irx3, irx3, and irx3080 television and irx3.com transmission programs of irx3 scheduled newscasts and on-the-spot coverage of news events under certain circumstances.
